When your teacher asks for your homework, you take your work and give it to the teacher. This is when you finish something, like an assignment or a form, and you pass it to the person who needs it, often someone in charge, like a teacher or boss.

Many students confuse "hand in" with "hand out." Remember: you "hand in" your work to the teacher, but the teacher "hands out" assignments to you.
