When someone gives you something or asks you to do something, and you say "no, thank you," you are not accepting it. You decide not to take what is offered or not to join in. You choose not to do it or not to have it.
At restaurants, if you don't want dessert, you can say, "I'll pass on dessert," to politely refuse without giving a reason.
